No taxicab operator shall increase the number of taxicabs operated by it without first having obtained the approval of the Mayor or other duly authorized issuing authority, upon a showing of public necessity and convenience therefor in similar manner and with like procedure as for the issuance of an original taxicab operator's license, as provided in this chapter.
