No taxicab operator's license shall be issued, nor shall any taxicab be operated upon the streets of the City until the taxicab operator has filed with the Mayor or other duly authorized issuing authority a statement showing:
(a) The make of motor car to be used;
(b) The State license number of each car;
(c) The factory number of the same;
(d) The name of the owner of the car;
(e) The seating capacity as provided for by the manufacturer; and
(f) The name of the drivers to be in charge of the operation of the cars and their places of residence.
