870.07   MATTERS TO BE CONSIDERED.
   In determining whether the public convenience and necessity require the operation of any taxicab business, the Mayor shall consider the number of taxicabs operating in the City at the date of such application for the license required in Section 870.03 and shall, in the issuance of such license, consider whether the demands of the public require the additional taxicab service, the financial responsibility of the applicant, the number, kind and type of equipment to be used, and whether the additional taxicab service will result in such congestion of traffic in the streets and at the taxicab stands in the City as will constitute a demoralization of the taxicab business and be conducive to a greater public hazard. The judgment of the Mayor on the operation of convenience and necessity, as well as the qualifications of the applicant, shall be final and conclusive.
