Any taxicab driver's license may be suspended or revoked at any time by the Mayor for the violation of any of the provisions of this chapter or any other ordinance of the City, law of the State or of the United States, and the Chief of Police and all police officers shall call the attention of the Mayor to any such violation on the part of the licensee. Any such suspension or revocation shall be noted on the license, together with a statement of the reason therefor. No driver whose license has been revoked shall again be licensed and nothing contained in this section shall be construed so as to require the license fee to be refunded.
