No taxicab operator's license issued hereunder shall be permitted to be transferred from one owner to another by the Mayor, except after a finding of public convenience and necessity by him. Such finding shall be arrived at in the same manner as in the case of an original application. The applicant for the transfer of a license shall file with his application the consent in writing of the former owner of such license and shall comply with all the provisions and conditions of this chapter covering taxicabs.
