No operator of a taxicab business shall fail to keep on file in the office thereof a call sheet or trip record containing a complete record of the daily operation of each licensed taxicab of the operator, and to make such record immediately available to and submit the same for inspection by the Police Department upon request. Such record shall be kept for a period of at least one year.
