The Mayor is hereby authorized to:
(a) Require the filing of annual reports, schedules or rates of fare and other data by all taxicab operators operating within the City, and that the provisions of this chapter are carefully observed and fully carried out; and
(b) Prescribe rules and regulations and issue orders in conformity with the provisions hereof applicable to any and all taxicab operators. No person shall violate any such rule, regulation or order.
