Each applicant for a taxicab driver's license shall be examined by the Chief of Police as to his knowledge of the laws, rules and regulations governing vehicular traffic upon the public streets of the City and upon his knowledge of the manner and method of driving and operating a motor vehicle. The fee for such examination shall be ten dollars ($10.00).
