129.23 SKATING RINK FUND.
   All revenue received by the Director of Finance from the operation of the Winterhurst- Lakewood Municipal Skating Rink shall be credited to the Skating Rink Fund. All such revenue is hereby appropriated for the operation, maintenance, improvement and debt service expense of the Winterhurst-Lakewood Municipal Skating Rink.

129.24 EQUIPMENT DEPRECIATION FUND.
   (a)   Establishment. There is hereby established a special, separate and permanent fund which shall be known and referred to as the Equipment Depreciation Fund. The Director of Finance is hereby authorized and directed forthwith to take such action and to make such records as may be necessary to establish the Equipment Depreciation Fund and thereafter to show its existence and condition at all times upon the proper records of the City.

   (b)   Moneys for Fund. There shall be paid into the Equipment Depreciation Fund, when and as received, all money appropriated to the Fund from the General Fund by Council from whatever source acquired. (Ord. 55-62. Passed 7-16-62.)
   (c)   Authorized Expenditures. The Equipment Depreciation Fund shall be used only for the expense of the purchase of motor vehicle equipment, including but not limited to passenger motor cars, trucks, ambulances, motorcycles, trailers and highway and public ground maintenance equipment, either self-propelled or vehicular drawn.
   (d)   Custody of Fund. The Director of Finance shall have possession and custody of the Equipment Depreciation Fund and the supervision of all accounts with respect thereto. No further bond shall be required of the Director of Finance because of the Fund, but the Equipment Depreciation Fund shall be under the protection of any bond heretofore given or that may be given hereafter by the Director of Finance.

129.25 RECREATION IMPROVEMENT FUND.
   (a)   Establishment. There is hereby established a special, separate and permanent fund which shall be known and referred to as the Recreation Improvement Fund. The Director of Finance is hereby authorized and directed forthwith to take such action and to make such records as may be necessary to establish the Recreation Improvement Fund and thereafter to show its existence and condition at all times upon the proper records of the City.
   (b)   Moneys for Fund. There shall be paid directly into the Recreation Improvement Fund, when and as received, all money appropriated to the Fund by Council from whatever source acquired.
   (c)   Authorized Expenditures. The Recreation Improvement Fund shall be used only for the expense of the purchase of major improvements to established recreational facilities, including but not limited to major filter improvements at swimming pools, parking lot improvements and replacement of large sections of pipe at the Winterhurst-Lakewood Municipal Skating Rink.
   (d)   Custody of Fund. The Director of Finance shall have possession and custody of the Recreation Improvement Fund and the supervision of all accounts with respect thereto. No further bond shall be required of the Director of Finance because of the Fund, but the Recreation Improvement Fund shall be under the protection of any bond heretofore given or that may be given hereafter by the Director of Finance.

129.26 WITHDRAWING FUNDS; AUTHORIZED SIGNATURES.
   The funds of the City in depository accounts, which have been authorized and are maintained by the City, may be withdrawn from such accounts by checks and/or other instruments issued in the name of the Municipality upon the signature of the Director of Finance or the Assistant Director of Finance. (Ord. 7-68. Passed 2-19-68.)
129.27 HOUSING REHABILITATION FUND. (REPEALED)
   (EDITOR'S NOTE: Section 129.27 was repealed by Ordinance 95-92, passed March 15, 1993.)
129.28 CAPITAL IMPROVEMENTS FUND.
   (a)   The Director of Finance is hereby authorized to establish a Capital Improvements Fund.
   (b)   The sum of six hundred and fifty thousand dollars ($650,000) now and is hereby appropriated to be transferred from the General Fund to the unappropriated balance of the newly established Capital Improvements Fund.

129.29 SIDEWALK REPAIR SPECIAL ASSESSMENT FUND.
   (a)   The Sidewalk Repair Special Assessment Fund now and is hereby created in the special assessment fund section of the City's chart of accounts.
   (b)   The sum of twenty-five thousand dollars ($25,000) hereby appropriated from the Community Development Fund shall be transferred into the Sidewalk Special Assessment Fund for use in sidewalk maintenance and is hereby appropriated.
   (c)   The proceeds of the note to be sold later shall be placed in the Sidewalk Special Assessment Fund. (Ord. 48-82. Passed 6-7-1982.)
