The provisions of this chapter shall apply to real property located in a zone as shown on the official zoning map. No building, structure or property shall be used and no building or structure shall be erected, structurally or substantially altered, or enlarged except as set forth in this chapter. Such requirements shall not be construed to prohibit or limit other applicable provisions of this title, this Code, or other applicable laws. (Ord. 2012-15, 9-20-2012)
For the purpose of this title, the City is divided into the following classes of zones:

Where uncertainty exists as to the boundary of any zone, the following rules shall apply:
A. Wherever the zone boundary is indicated as being approximately upon the centerline of a street, alley or block, or along a property line, then, unless otherwise definitely indicated on the map, the centerline of the street, alley or block, or such property line, shall be construed to be the boundary of the zone;
B. Whenever such boundary line of such zone is indicated as being approximately at the line of any river, irrigation canal or other waterway or railroad right-of-way, or public park, or other public land, or any section line, then in such case the center of the stream, canal or waterway, or of the railroad right-of-way, or the boundary line of such public land or such section line shall be deemed to be the boundary of the zone; and
C. Where the application of the above rules does not clarify the zone boundary location, the Planning Commission shall interpret the map. (Ord. 2012-15, 9-20-2012)
A. Primary Uses: Permitted and conditional uses allowed in all zones shall be as set forth in the following chapters and in chapter 13.100, "Appendix A - Allowed Uses", of this title. Permitted and conditional uses are indicated by "P", "C", respectively. Uses not permitted are indicated by "-".
B. Accessory Uses: Permitted and conditional uses as set forth in chapter 13.100, "Appendix A - Allowed Uses", of this title, shall be deemed to include accessory uses and activities that are necessarily and customarily associated with and incidental and subordinate to such uses.
1. Accessory uses shall be subject to the same regulations that apply to permitted and conditional uses in the same zone except as otherwise expressly provided in this title.
2. No accessory use, building, or structure shall be allowed on a lot or parcel unless a permitted or conditional use is currently established on the same parcel.
C. Prohibited Uses: Any use not shown in chapter 13.100, "Appendix A - Allowed Uses", of this title, shall be prohibited unless the Community Development Director determines the use is substantially the same as a permitted or conditional use as allowed in the same zone. (Ord. 2012-15, 9-20-2012)
The use and development of real property in all zones shall conform to regulations of general applicability as set forth in the following chapters of this title:
A. Submission requirements. See chapter 13.03 of this title.
B. Flood damage prevention regulations. See chapter 13.74 of this title.
C. Natural hazard areas. See chapter 13.75 of this title.
D. Supplementary regulations. See chapter 13.76 of this title.
E. Utility and facility system placement regulations. See chapter 13.79 of this title.
F. Off street parking requirements. See chapter 13.80 of this title.
G. Highway noise abatement measures. See chapter 13.81 of this title.
