133.01 APPOINTMENT OF EMPLOYEES.
   The positions in the various subdepartments of the Department of Safety and Service shall be filled by appointment by the Director of Safety-Service in the manner provided by law and in accordance with the civil service rules and regulations of the City.

133.02 ASSISTANT TO THE SAFETY-SERVICE DIRECTOR.
   (a)   The position of Assistant to the Director in the Department of Safety and Service shall be a position in the unclassified service.

   (b)   The duties and responsibilities of the Assistant Safety-Service Director shall be to act as agent for the City on annexations, to correlate and handle complaints received by the City, to control the condition of empty lots throughout the City and such other duties as the Director may assign to him from time to time.

133.03 CONTROL OF CITY JAIL.
   The Director of Safety-Service shall have charge and control of the City prison, jail or station house and of any other place for the confinement of criminals which may be established by Council.
