121.01 COMPOSITION OF OFFICE; SECRETARY.
   (a)   The Mayor's office shall be composed of the Mayor and such other employees as Council may designate or authorize from time to time and as are set forth in the current compensation ordinances.

   (b)   The Mayor shall have the authority to hire his own personal secretary.
121.02 CHANGE ORDERS.
   The Mayor is hereby authorized, as the contractual officer of the City, to review, approve and order modifications and changes to contracts for public improvement awarded under competitive bidding, provided that the net total increase of all change orders on any one contract for public improvements does not exceed ten percent of the original contract, or one hundred thousand dollars ($100,000), whichever is less; for the Chestnut Commons Connector Drive Improvement Project only, commencing in the year 2020, the not-to-exceed amount for purposes of this section shall be two hundred fifty thousand dollars ($250,000) due to the accelerated schedule and quick completion incentive clause of said project contract. No change order shall be ordered that would change the general purpose of the work being done, without specific Council approval.
