(a) It shall be the responsibility of the recipient of emergency ambulance service to pay for such ambulance service whether or not such service was rendered as a result of a call directly from the individual or his family or friends, or as a result of a response from the Police and/or Fire Department or any other City department.
(b) The amount to be paid to the ambulance service shall be the amount established by the ambulance service for such emergency calls.
(c) Upon refusal of the recipient to pay for such emergency ambulance service, the emergency ambulance service is hereby authorized to instigate civil actions in a court of competent jurisdiction directly against the recipient of such ambulance service to effectuate collection of such fees for such service rendered, whether or not such service was rendered as a result of a call from the individual recipient or family or friends, or whether it was in response to a call from the Police and/or Fire Departments or any other City department.
