The Administrator or designee shall be permitted to enter the premises of any customer at any reasonable scheduled time to read, inspect, test, remove, or change a meter. Failure by the customer to allow reasonable access to the meter is cause for termination of water service.

The Administrator or any designee shall make a test of the accuracy of any water meter at any time when requested in writing. If it is found that such meter overruns to the extent of 5% or more, the cost of the test shall be borne by the City and a refund shall be made to the customer for overcharges collected, but not more than 5% of the total water bill and not for a longer period than 3 months. If the meter is found to be accurate, slow, or less than 5% fast, the user shall pay a testing charge of $50.00 for meters 1" and smaller. For meters larger than 1", the user shall pay a testing charge of $50.00 plus the calculated staff time needed to perform the test.

1. Connection. Notwithstanding the provisions of Sections 90.05, 92.11, or other provisions of this chapter, temporary water service may be provided by the City to any real estate site upon which a building is being constructed, without a meter being installed on said premises, provided that a temporary water service permit has been issued in accordance with the provisions of subsection 2 of this section. However, in no event shall water that is provided through the issuance of a temporary water service permit be used to water any sod, seed, or other landscaping upon the site to be served by such permit unless a water meter is provided. Unmetered water shall not be used to cause compaction around structures or other excavations.
2. Application Fee. Any person who desires temporary water service to any site as provided for in subsection 1 must make application with the City Planning and Building Department for such service. Every applicant for a temporary water service connection permit shall pay to the City the sum of $100.00 for such permit, as advance payment for the water to be used during the period of such permit. The temporary permit shall automatically expire upon installation of a meter or at the expiration of one year from the date of issuance, whichever occurs first.

A secondary water meter may be installed for the purpose of providing a supply of water for which the sewer user charges shall not be assessed. The use of water supplied through the secondary water meter shall be limited to such uses which do not cause an increase or impact on sewer usage. The cost of the secondary water meter and its installation shall be at the expense of the customer. Secondary water meter size shall be approved by the Administrator, with a maximum size of 1½ inches without demonstrated engineering requirements.
