Where stop signs are erected as herein provided at or near the entrance to any intersection every operator of a vehicle shall stop such vehicle at such sign or at a clearly marked stop line before entering the intersections; provided, however, that no stop need be made at any such entrance or intersection where:
(a) An officer is on duty and directs traffic to proceed.
(b) A traffic signal is in operation and indicates that traffic may proceed.
(c) A stop sign has been removed or covered pursuant to this division.
Where, because of temporary detours, or other emergency it would be impractical and a hazard to require a vehicle to stop at an intersection where a stop sign has been erected pursuant to this division and the Road Commissioner so finds, he shall either remove such sign or so cover it that no portion of the word "STOP" remains visible.
At the termination of such emergency, unless the Board otherwise determines, the Road Commissioner shall restore such signs or uncover such signs.
The Road Commissioner shall erect and maintain "Yield Right-of-Way" signs complying with the provisions of the Vehicle Code to all approaches to highways and intersections of highways where a Civil or Traffic Engineer licensed by the State of California has determined traffic safety and/or intersectional operation will be enhanced, the proposed yield control shall be supported by a safe approach speed of less than 15 MPH and the Community Planning/Sponsor Group (where applicable). If there is opposition to the proposed yield control, the matter will be reviewed by the San Diego County Traffic Advisory Committee as a full item and a recommendation will be submitted to the Board. The Road Commissioner shall also erect and maintain "Yield Right-of-Way" signs when designated by the Board by resolution.

[ARTICLE 7.] STOPPING, STANDING AND PARKING
(a) The provisions of this division prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
(b) The provisions of this division imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code, this code or County ordinances, prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.
