§ 230.01 SAFETY-SERVICE DIRECTOR.
   There is hereby created the position of Safety-Service Director, whose duties shall be as directed by the Mayor.

§ 230.02 ACTING SAFETY-SERVICE DIRECTOR.
   (A)   The Mayor is hereby authorized to appoint an Acting Safety-Service Director at such time as the Safety-Service Director is absent from the county or otherwise unable to perform the duties of his or her office.
   (B)   The Acting Director shall have all the powers and duties of the Director during such absence or disability.

§ 230.03 SETTLEMENT OF CLAIMS BY DIRECTOR.
   The Safety-Service Director is hereby authorized to settle various and sundry claims for money only arising in the Department of Public Safety and Service, which are made against the city, when such a claim does not exceed $2,000, provided that such settlement has the written approval of the Mayor and the Director of Law. A claim may be rejected by the Safety-Service Director and shall be rejected by him or her when the written approval of the Mayor and the Director of Law is not forthcoming.

§ 230.04 ACCEPTING OF CERTAIN MONEYS BY DIRECTOR.
   (A)   The Safety-Service Director may accept certain moneys that are not designated for acceptance by other departments of the City. Such moneys are for the following:
      (1)   Extra garbage pick-up;
      (2)   Tennis cards;
      (3)   Koenig Park lights; and
      (4)   Deposits for park clean-up.
   (B)   The moneys shall be deposited in the General Fund.
   (C)   The Director may also accept fees for life squad runs, such fees to be deposited in the Life Squad Improvement Fund.
   (D)   The amounts of the fees and moneys mentioned in this section shall be consistent with prevailing rates and existing conditions at the discretion of the Director. The rates shall not be arbitrarily discriminatory.

§ 230.05 PROGRAM AND RECREATION DIRECTOR.
   (A)   The Council finds it necessary and in the best interest of the city to create a civil service position entitled Program and Recreation Director.
   (B)   The Program and Recreation Director shall fall under the administrative direction of the Safety Service Director and shall be responsible for planning, directing, coordinating, scheduling, and budgeting for all parks and recreation activities and related tasks directed by the Safety Service Director.

§ 230.06 ANIMAL WARDENS.
   There is hereby created the position of part-time Animal Warden. There shall be three such Wardens, whose working hours shall be as determined by the Safety-Service Director.

§ 230.07 FEES COLLECTED BY DEPARTMENT.
   (A)   The Department of Public Safety and Service is hereby authorized to collect the following fees:
      (1)   Ball diamond lights - $11 per hour.
      (2)   Park clean-up deposit - $50, which is refundable if the park is cleaned.
      (3)   Sale of city maps - $0.50 each.
      (4)   Use of a truck overnight:
         (a)   By a resident - $20 per night after the first two uses in a calendar year.
         (b)   By a business - $20 per night for first two uses, $100 per use thereafter.
      (5)   Inspector services - $7.50 per hour.
      (6)   Sale of copies of the Building and Housing Code - $5 per copy.
      (7)   Sale of copies of the Zoning Code - $6 per copy.
      (8)   Bad check received - $15.
      (9)   Enrollment per person in the Youth Service Bureau Alcohol Education Program - $60.
          (10)   Copies of printed material - $0.25 per page.
   (B)   The Safety Service Director is authorized to collect such fees and deposit them in the General Fund.
