(A) The Council finds it necessary and in the best interest of the city to create a civil service position entitled Program and Recreation Director.
(B) The Program and Recreation Director shall fall under the administrative direction of the Safety Service Director and shall be responsible for planning, directing, coordinating, scheduling, and budgeting for all parks and recreation activities and related tasks directed by the Safety Service Director.
