§ 230.08 YOUTH SERVICES BUREAU.
   (A)   There is hereby established a Youth Services Bureau, to be the responsibility of the Department of Public Safety and Service.
   (B)   There is hereby established, under the authority of the Safety-Service Director, a Director for the Bureau. Such Director shall be appointed by, and serve at the pleasure of, the Safety-Service Director.
   (C)   The Bureau shall be directed towards the elimination of juvenile delinquency in the city by the establishment of an active program of youth advocacy.
   (D)   The rules and regulations of the Bureau shall be those as adopted by the Bureau and approved by the Safety-Service Director. The operation of the Bureau shall be under the direction and control of the Director of the Bureau, subject to the authority of the Safety-Service Director.
   (E)   Beginning September 2, 1985, full-time, permanent counselors of the Bureau shall be paid at the overtime rate of time and one-half the hourly rate for each hour, or part thereof, over forty hours actually worked in the work week.
