(A) There is hereby established the position of Chief of Public Works, subject to all civil service laws of the state and the city.
(B) The Chief shall be compensated within a range of six steps, as determined by Council. Payment for such position within such range shall be at the discretion of the Director of Public Safety-Service and payment shall be made from the General Fund and the Water Fund.
