222.04 LAW ENFORCEMENT TRUST FUND AND DRUG LAW ENFORCEMENT FUND.
   (a)   There are hereby created a Law Enforcement Trust Fund and a Drug Law Enforcement Fund, each of which shall be classified as a special revenue fund.
   (b)   Moneys obtained by the City as a result of forfeited contraband acquired by the Police Division shall be deposited in the Law Enforcement Trust Fund. Such Fund may be used for any of the following purposes:
      (1)   For the payment of costs incurred by the City in connection with forfeiture proceedings conducted in compliance with Ohio R.C. 2933.43;
      (2)   For the payment of any security interest fled against forfeited property, the payment of which is necessary to obtain clear title to forfeited property; and
      (3)   For the payment of the costs of protracted or complex investigations or prosecutions; to provide reasonable technical training or expertise; to provide funds to match grant funds which can be obtained to aid law enforcement; and for any other lawful purpose hereafter declared by Council.
   (c)   Moneys obtained by the City as a result of the distribution of fines and bail forfeitures in felony drug abuse cases, as authorized by Ohio R.C. 2925.0303) shall be deposited in the Drug Law Enforcement Fund and shall be used for the purpose of subsidizing the drug law enforcement efforts of the Police Division.
   (d)   The Auditor is hereby authorized and directed to promulgate rules and regulations for the control of the Law Enforcement Trust Fund and the Drug Law Enforcement Fund involving the expenditure of moneys under the care, custody and control of the City. All moneys in such Funds shall be maintained in accordance with such rules and regulations, and no expenditure shall be made from such Funds except in accordance with such rules and regulations.
