(a) The City is hereby authorized and directed to accept fiends distributed pursuant to Ohio R.C. 4511.99 and any similar municipal ordinance and to execute all documents and do all things necessary in compliance therewith.
(b) There is hereby established a special fund to be known. as the Enforcement and Education Fund.
(c) The Auditor of the City is hereby authorized and directed to place all receipts into said Fund in accordance with the provisions of Ohio R.C. 4511.99.
(d) Moneys deposited into said Fund are to be used solely for law enforcement purposes by the Police Division to pay only those costs it incurs in enforcing Ohio R.C. 4511.19 or Section 434.01 of the Traffic Code and for informing the public of the laws governing the operation of a motor vehicle while under the influence of alcohol, the dangers of operating a motor vehicle while under the influence of alcohol and other information relating to the operation of a motor vehicle and the consumption of alcoholic beverages.
