All licenses or permits required pursuant to section 13-20.1 shall be granted or refused within three (3) working days after submission of a complete application and shall expire, unless revoked or suspended, at the end of the permit period. The application shall be on a form provided by the division of revenue.

The applicant(s) will be notified of the granting or rejecting of the license or permit, and if the application is rejected, the reason or reasons for rejection, and the applicants(s) will be notified of his/her right to appeal the rejection to the director of the division of revenue.

The temporary sale or display shall be advertised as temporary in nature and shall consist of a representative sampling of the inventory of each participating licensee. The temporary sale license or display permit shall be conspicuously posted at the location of the sale or display.

Any person violating any of the provisions of sections 13-20 through 13-20.4 shall, upon conviction thereof, be fined not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00) for each offense. Each day of such violation shall constitute a separate offense, and no additional notice other than notice of the original offense shall be required to convict a person for violations resulting from a continuation of such offense.
