(a) It shall be unlawful for any person to keep open any pawnshop or loan office or to transact any business therein to advance any money upon goods pawned or received therein except between the hours of 7:00 a.m. prevailing time, and 7:00 p.m., prevailing time, on Mondays; between the hours of 7:00 a.m., prevailing time, and 4:30 p.m., prevailing time, on Tuesdays, Wednesdays and Thursdays; between the hours of 7:00 a.m., prevailing time, and 5:00 p.m., prevailing time, on Fridays; and between the hours of 7:00 a.m., prevailing time, and 6:00 p.m., prevailing time, on Saturdays; except that when it is determined by a majority of the retail merchants of downtown Lexington that they shall stay open on other designated nights for special events, the pawnshops may stay open during the hours designated by the other merchants and only on these events, and not past the hour of 7:00 p.m., prevailing time; provided further from the first day of December to and including the twenty-fourth day of December of each year, such places may be kept open for the transaction of business on all weekdays from 7:00 a.m., prevailing time, to 7:00 p.m., prevailing time; and provided further, such stores shall not be open for business on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day or Christmas Day. Nothing in this section shall preclude the operating of a business other than that relating in any manner to the operation of a pawnshop.
(b) Any person violating the provisions of this section shall be punished by a fine of not more than one hundred dollars ($100.00) for each offense.
