The director of each department in the City shall be responsible for the calculation of sick leave and accumulated sick leave time of the department's employees. Further, each department director shall be individually responsible for reimbursement to the City for payments made to individual employees of their respective departments over and above that allowed in the contracts covering such employees.

(a) No employee of the City shall operate a City vehicle except in the performance of his or her duties as a City employee in and about the performance of City business. (Ord. 4348. Passed 11-28-84.)
(b) No employee of the City, with the exception of those who are on call in the case of emergencies to include only the (Chief of Police, Captain of Police, Chief of Fire, the Director of Public Works, Police Officers' of the K-9 Division, Police Officers of the Motorcycle Division and the City Manager, and no other City personnel/employee, shall use any City vehicle as transportation to and from his or her home. Each City vehicle will, at the end of each work day, be left at the City garage, where it will be picked up each day for use, or for hours recalled in the performance of job related assignments.

(c) Any City employee charged, in writing, with a violation of this section, shall, if found guilty after a hearing before the proper department head, be subject to suspension without pay for not more than ten working days.
(d) A written statement of any charges made against any person under this section shall be furnished to such person within five days after the same are filed.
(e) A hearing will be held before the department head within ten days from the filing of charges in writing.
(f) Any City employee found guilty and suspended pursuant to this section shall have the right to appeal, pursuant to the Administrative Procedures Act, to Council, which shall act as a Hearing Board to review the actions of the department head and reach a decision.

The City hereby adopts the Affirmative Action Program of Equal Opportunity in Employment and Services, attached to original Resolution 7643, passed August 11, 1982, and hereby made a part hereof by reference, which Program incorporates in detail the affirmative desire and commitment of the City to comply with the Civil Rights Act of 1964, Executive Order 11246 (as amended), and 16 Pa. Code, Chapter 49 et seq., and all other Federal, State and local legal requirements so that all employees and applicants for positions shall be treated equitably and without distinction, as to compensation, training and opportunities for advancement, including upgrading and promotions, because of race, color, religion, sex, national origin, age, handicap, disability or status as a veteran.

(a) All elected officials and appointed officials are hereby required to make duplicate copies of correspondence and documents pertaining to City and governmental business personally addressed to them if they choose to keep such correspondence and documents after leaving office.
(b) It is the intent of this section to ensure that valuable background information regarding programs and projects pertaining to the City be maintained and be available in the offices of the respective City officials.

(a) City officers and employees are hereby prohibited from using or lending City equipment, materials and supplies for purposes other than City business. Any City officer or employee who violates such prohibition shall be subject to discharge from employment by the City.

(b) No officer or employee of the City shall use any property belonging to the City for a purpose other than that for which the property was purchased.

So that there will be no delay in payment to City employees of salaries and wages due them on or before their designated pay days each month, the following rules shall be observed:
(a) The payrolls for each department are to be prepared and the paychecks are to be ready for distribution to the employees on or before their designated pay days each month.
(b) If the payroll of any bureau or department is not ready on time, or improperly prepared, or unsigned, then the payrolls which are in proper order shall be paid at the stated time.
(c) If any legal question arises as to any individual employee's right to be paid the amount set forth in such payroll, such employee's name shall be removed from the payroll and all other employees shall be paid in accordance with this section.
(d) The salaries and wages of the employees of any bureau or department whose names were removed from the regular payroll and who are entitled to certain salaries and wages, shall be included alongside the names of such employees in a supplemental payroll and shall be paid as soon thereafter as possible.

(a) Officers and employees of the City are hereby authorized to participate in the Old Age and Survivors Insurance System.
(b) The Mayor and the City are hereby authorized to execute and deliver to the Secretary of Labor and Industry of the Commonwealth a plan or plans and an agreement, required under Section 6 of Act 491 of 1951 and the Social Security Act, to extend coverage to officers and employees of the City, and to do all other things necessary to effectuate coverage of City officers and employees under the Old Age and Survivors Insurance System. Such plan or plans and agreement shall provide that the participation of the City shall commence as of January 1, 1951.
(c) The Director of Finance is hereby authorized to establish a system of payroll deductions, to be matched by payments by the City and to be deposited into the Contribution Fund of the Social Security Act through the office of the Secretary of Labor and Industry of the Commonwealth, and to make charges of this tax to the fund or funds from which wage or salary payments are issued to officers and employees of the City. Such payments are to be made in accordance with the provisions of the law and regulations promulgated by the Secretary of Labor and Industry of the Commonwealth and the Federal Security Administrator. Payments that are delinquent shall bear interest at the rate of one-half of one percent per month until such time as payments are made. The Director of Finance is hereby appointed as the person responsible for the local administration of the Social Security Plan.
(d) Appropriation is hereby made from the proper fund or funds of the City in the necessary amount to pay into the Contribution Fund provided for in Section 4 of Act 491 of 1951 in accordance with the plan or plans and the agreement referred to in subsection (b) hereof.

(e) The plan and agreement between the Commonwealth and the City, for the coverage of certain officers and employees of the City under Federal Old Age and Survivors Insurance (Social Security), presented to Council at the meeting of September 29, 1952, are hereby approved, and the Mayor and the City Clerk are hereby authorized and directed to execute the same for the City.
