294.13 SOCIAL SECURITY.
   (a)   Officers and employees of the City are hereby authorized to participate in the Old Age and Survivors Insurance System.
   (b)   The Mayor and the City are hereby authorized to execute and deliver to the Secretary of Labor and Industry of the Commonwealth a plan or plans and an agreement, required under Section 6 of Act 491 of 1951 and the Social Security Act, to extend coverage to officers and employees of the City, and to do all other things necessary to effectuate coverage of City officers and employees under the Old Age and Survivors Insurance System. Such plan or plans and agreement shall provide that the participation of the City shall commence as of January 1, 1951.
   (c)   The Director of Finance is hereby authorized to establish a system of payroll deductions, to be matched by payments by the City and to be deposited into the Contribution Fund of the Social Security Act through the office of the Secretary of Labor and Industry of the Commonwealth, and to make charges of this tax to the fund or funds from which wage or salary payments are issued to officers and employees of the City. Such payments are to be made in accordance with the provisions of the law and regulations promulgated by the Secretary of Labor and Industry of the Commonwealth and the Federal Security Administrator. Payments that are delinquent shall bear interest at the rate of one-half of one percent per month until such time as payments are made. The Director of Finance is hereby appointed as the person responsible for the local administration of the Social Security Plan.
   (d)   Appropriation is hereby made from the proper fund or funds of the City in the necessary amount to pay into the Contribution Fund provided for in Section 4 of Act 491 of 1951 in accordance with the plan or plans and the agreement referred to in subsection (b) hereof.

   (e)   The plan and agreement between the Commonwealth and the City, for the coverage of certain officers and employees of the City under Federal Old Age and Survivors Insurance (Social Security), presented to Council at the meeting of September 29, 1952, are hereby approved, and the Mayor and the City Clerk are hereby authorized and directed to execute the same for the City.
