(a) As provided in Section 901 of the Home Rule Charter of the City, Council shall enact and maintain a personnel ordinance based on merit, equal opportunity and affirmative action principles.
(b) The City Manager shall, within sixty days of the effective date of the Home Rule Charter, present to the Council a proposed personnel ordinance, which shall provide for the establishment of personnel rules, procedures and categories and shall provide for their adoption and modification. The personnel ordinance shall include, but need not be limited to, provisions relating to:
(i) Recruitment and job vacancy notification.
(2) Selection, appointment and assignment based upon merit as demonstrated by examinations and other documented evidence of fitness.
(2) Prevention of personnel actions of any kind from being influenced by political belief or affiliation, race, color, sex or national origin.
(4) A position classification plan based upon duties, authority, responsibility and organizational placement; procedures for reclassification if duties or other factors change; and a pay plan for all positions.
(v) Examinations for determining the merit and fitness of candidates for appointment or promotion.
(vi) Procedures for reprimand, suspension or removal of any employee for disciplinary purposes or incompetence.
(vii) Procedures for the periodic evaluation of employee performance.
(viii) Procedures for the maintenance of individual confidential employee files containing work-related information necessary for City business, but enabling employees to review such information contained in their own files.
(ix) Procedures for making and terminating provisional and temporary appointments.
(x) In-service training of any and all City employees.
(c) Upon final adoption of the personnel ordinance, copies shall be made available for inspection by all employees as follows:
(i) At least one copy for inspection in the office of the City Manager.
(2) The office of the City Clerk.
(2) The president of each union representing employees of the City.
(4) The Personnel Officer.
(v) In the office of each department director.
