This chapter is adopted pursuant to the authority granted to a city by Section 7 of Article XI of the Constitution of the State to make and enforce within its limits all such local, police, sanitary, and other regulations as are not in conflict with general laws. It is further adopted in conformity with the California Government Code relating to the adoption of codes by reference.

Whenever the following words and/or phrases set out in this chapter are used in the codes adopted herein, they shall have the following meaning ascribed to them:
A. "Building Official" or "Administrative Authority" means the Building Official of the City of Gridley.
B. "Chief of the Bureau of Fire Prevention" means the Fire Chief for the City of Gridley.
C. "City" means the City of Gridley or the incorporated territory of the City of Gridley, as the text may require.
D. "City Council" means the City Council of the City of Gridley.
E. "Corporation Council" means the City Attorney of the City of Gridley.
F. "Health Official" means the Director of Environmental Health of the County of Butte.
G. "Fire Marshal" means the individual who has been designated as the Fire Chief of the City of Gridley.
H. "Housing Act" means the Housing Act of the State of California.

I. "Jurisdiction" means the City of Gridley.
J. "Mayor" means the Mayor of the City Council of the City of Gridley.
K. "Municipality" means the City of Gridley.
L. "State" means the State of California.

The Building Official shall be directly responsible to the Community Development Director and shall have the following duties:
A. To enforce the provisions of the California Administrative Code, California Building Code, California Electrical Code, California Mechanical Code, California Plumbing Code, California Energy Code, California Historical Building Code, California Fire Code, California Existing Building Code, California Referenced Standards Code, International Property Maintenance Code, the Uniform Housing Code, the Uniform Sign Code, the Uniform Swimming Pool, Spa and Hot Tub Code, and other laws, ordinances and regulations, with such additions, deletions and modifications as are adopted by this chapter.
B. To review applications for building permits, issue permits, collect fees therefore, make inspections, issue certificates of occupancy and other functions as are imposed upon the Building Official by the California Building Code and upon the administrative authority by the California Plumbing Code, California Mechanical Code and California Electrical Code, either in person or by such assistants, deputies, or employees authorized by the department.
C. To make inspections of any sewage disposal systems permitted or required by the Butte County Health Department for the purpose of ascertaining compliance with this chapter, and to approve the system. The Building Inspector shall not approve any sewage disposal system without the prior approval of the Butte County Health Department.
D. Such other duties as may be assigned by the City Council.

A. The Building Official shall enforce the provisions of the Building Code, the Plumbing Code, Mechanical Code, Electrical Code, and all other codes and regulations, with such additions, deletions and modifications, as are adopted by this chapter, with the exception of those provisions of the Fire Code which are to be enforced by the Fire Chief, as described herein.
B. The Fire Chief shall enforce those provisions of the Fire Code that are related to maintenance of structures and property, and shall share with the Building Official the responsibility to review plans for new construction to ensure that the plans are consistent with that code.

A. It shall be unlawful for any person, firm or corporation, whether as owner, lessee, sublessee or occupant, to erect, construct, enlarge, alter, repair, move, improve, remove, convert, demolish, equip, use, occupy or maintain any building or structure in the incorporated territory of the City of Gridley or cause the same to be done contrary to or in violation of any of the provisions of this chapter. Maintenance of equipment which was unlawful at the time it was installed and which would be unlawful under this chapter shall constitute a continuing violation of this chapter.
B. Violations of this title and the penalties associated with the violations shall be investigated and applied as specified and regulated by this code.
