A. Section 406.1.4. to be titled Separation, is amended by the addition of the following: The ceiling and interior walls of private garages which are attached to or are constructed in conjunction with Group R-3 Occupancies, shall be provided with not less than one-half inch (1/2") gypsum board or equal material throughout, except where required by Section 406.1.4.1, to be five-eights inch (5/8") Type X. If gypsum board is installed at the garage interior, all joints shall be fire-taped.
B. Section 901.2 Fire Protection Systems, is amended by the addition of the following: When the requirements of CBC Chapter 9 Fire Protection Systems conflict with the requirements of California Fire Code Chapter 9 Fire Protection Systems, the requirements of Chapter 9 of the Fire Code shall govern.
C. Section 1203.1 General, is amended by the addition of the following: Refer to the California Energy Code to determine mechanical ventilation requirements for those occupancies not addressed by the California Mechanical Code.
D. Section 1805.4.1 to be titled Design, is amended by the addition of the following: If continuous footings are installed they shall be provided with a minimum of one (1) Number four (4) steel reinforcing bar at top and bottom, unless an approved alternative engineered design is provided that meets the minimum structural requirements of this code.
E. Appendix Section 104.1, to be titled General, is amended by the addition of the following: For the purpose of enforcing the provisions of this code, the Building Official shall have the powers of a law enforcement officer. Whenever the term "Building Official" is used in this code, it shall include "Health Officer" with regard to maintenance, sanitation, ventilation, use or occupancy of all structures, including mobile homes.
F. Appendix Section 104.2 Applications and permits is amended by the addition of the following: The Building Official may require as a condition to granting of a building permit, the construction of the building pad or floor levels at an elevation, as determined by the City Public Works Department, which will protect the structure from inundation as the result of a storm of a frequency to one hundred (100) years, and the Building Official may also require any other conditions to the granting of the building permit that are reasonably calculated to protect the property from flood damage.

G. Appendix Section 106.5 Retention of Construction Documents is amended by the addition of the following: All plans, field reports, and other construction-related documents, will be destroyed as specified in appropriate regulations. Plans may be retained in their original paper format, on micro-fiche, in an electronic data format (such as laser-fiche) or any other permanent method approved by the Building Official. Plans for Occupancy Groups A, B, E, F, H, I, M, R-1, R-2, S and U of significance (significance determined by the Building Official) shall be retained for the life of the structure. All approved site development plans and plot plans shall be retained for the life of the structure, regardless of the occupancy group.
H. Appendix Section 112 Board of Appeals, is amended as follows: The Board of Appeals which is the subject of this section shall be the same body as established in Section 15.04.100 of this chapter. The regulations adopted by said Board shall apply to all appeals under the California Building Code.
I. Appendix Section J101.1 Scope, is amended by the addition of the following: Where conflicts occur between the requirements of this chapter and the requirements of Chapters 15.10 Grading Regulations - General Provisions, 15.12 - Grading Regulations - Definitions, 15.14 Grading Regulations - Standards, 15.16 Grading Regulations - Permits, 15.18 Grading Regulations - Inspections, 15.20 Grading Regulations - Enforcement, of the Gridley Municipal Code, the requirements of the Gridley Municipal Code shall govern.
