The City Council of the City of Gridley expressly finds that the provisions of this chapter and of the codes adopted herein constitute minimum standards for purposes of safeguarding life or limb, health, property and public welfare by regulating and controlling the design, construction, installation, quality of materials, location, operation, and maintenance of structures and the mechanical, plumbing, electrical and other supporting systems installed therein.
