1. Location.
A. Access drives shall not be located at interchanges, ramp areas or locations that would interfere with the placement and proper functioning of highway signs, signals, detectors, lighting or other devices that affect traffic control.
B. The Township may require a permittee to locate an access drive directly across from a highway, local road or access drive on the opposite side of the roadway if it is judged that offset access drives will not permit left turns to be made safely or that access across the roadway for one access to the other will create a safety hazard.
C. Access drives shall not connect with a street within 100 feet of the right-of-way lines of any intersecting streets, nor within ten feet of a fire hydrant.
D. The general layout shall be such that there will be no need for motorists to back into public rights-of-way of collector or arterial streets.
E. Access drives serving corner or through lots shall be located on the street having the lower classification.
2. Sight Distance.
A. Sight distance requirements for access drives shall be in accordance with PennDOT regulations, 67 Pa.Code, Chapter 441, “Access to and Occupancy of Highways by Driveways and Local Roads.”
B. If sight distance requirements as specified in this Section cannot be met, the Township may:
(1) Prohibit left turns by exiting vehicles.
(2) Restrict turning movements to right turns in and out of an access drive.
(3) Require installation of a right turn acceleration lane or deceleration lane.
(4) Require installation of a separate left turn standby lane.
(5) Alter the horizontal or vertical geometry of the roadway.
(6) Deny access to the highway.
3. Clear Sight Triangle.
A. A clear sight triangle of 75 feet as measured along the street centerline and 15 feet along the access drive centerline commencing at the edge of street cartway line must be maintained for all access drives.
B. Obstructions or planting shall not be greater than 3 feet in height nor extend lower than 14 feet in the clear sight triangle area. Where not located within a public right-of-way, an easement shall be provided to ensure the clear sight triangle area remains clear of obstructions.
4. PennDOT Permit. Any access drive intersecting with a State-owned road shall require the obtainment of a highway occupancy permit from PennDOT.
5. Slope, Cut. An access drive shall not exceed a slope of 8% within 25 feet of the street right-of-way line. Where an access drive enters a bank through a cut, unless a retaining wall is used, the shoulders of the cut may not exceed 8% in slope within 25 feet of the point at which the access drive intersects the street right-of-way. The height of the bank may not exceed 3 feet within 10 feet of the street right-of-way line as measured from the centerline of the street.
6. Curbing.
A. Curbing shall be installed, in accordance with the Dover Township Construction Specifications, in the urban areas.
B. Where the property abutting the right-of-way line could be used as a parking area, curbing, permanent guiderail or fencing may be required along the right-of-way line in order to prohibit vehicle encroachment upon the sidewalk or shoulder area.
C. When curb exists adjacent to the proposed access drive, the line and grade of the existing curb shall be matched.
7. Paving Width. Access drives for nonresidential and multi-family residential uses shall be paved and shall not be less than 18 feet in width nor exceed 35 feet in width within 12 feet of the street right-of-way line.
8. Approaches to Access Drives. Access drive approaches shall conform to the following standards:
A. The location and angle of an access drive approach in relation to the highway intersection shall be such that a vehicle entering or leaving the access drive may do so in an orderly and safe manner and with a minimum interference with highway traffic.
B. Where the access drive approach and highway meet, flaring of the approach may be necessary to allow safe, easy turning of vehicular traffic.
C. Where the highway is curbed, access drive approaches shall be installed 1½ inches above the adjacent highway or gutter grade to maintain proper drainage.
9. Design. All access drives shall be located, designed, constructed and maintained in such a manner as not to interfere or be inconsistent with the design, maintenance and drainage of the highway.
10. Number. Only one point of access and one point of egress may be allowed each property except where large frontages, 1000 feet or larger, are present. In those latter cases, access drives shall not enter the same side of a road unless separated by a minimum distance of 800 feet.
11. Distance from Side Lot Lines. All access drives shall be setback at least ten feet from any side lot lines.

1. Sidewalks shall be provided in accordance with Table 22-7-1.
2. The sidewalk may commence 1 foot inside the right-of-way line and extend toward the curb or gutter line with minimum 18-inch grass strip between the curb or edge of street and the sidewalk.
3. Sidewalks must be at least 5 feet wide. In the vicinity of shopping centers, schools, recreation areas, and other such facilities, they must be at least 6 feet wide and located within the street right-of-way. Where sidewalks abut the curb and cars overhang the sidewalk, minimum widths shall be 6 feet.
4. Sidewalks and handicap ramps must be constructed in accordance with the Dover Township Construction Specifications.
5. Crosswalks and handicap ramps must be provided in accordance with ADA regulations to provide circulation or access to schools, playgrounds, shopping centers, transportation, throughout neighborhoods in the Urban Growth Area as shown in the Dover Borough/Dover Township Joint Comprehensive Plan 2007, including latest amendment. Crosswalks must be no less than 12 feet wide.
6. Pedestrian-way easements 10 feet wide may be required by the Township to provide circulation or access to schools, playgrounds, shopping or other activity areas.

1. Curbing shall be provided in accordance with Table 22-7-1.
2. In areas where curbing is not required, suitable gutters shall be designed and installed subject to Township approval to control erosion. If curbs are to be installed, the pavement shall extend from curb to curb. The Township may require installation of curbs and/or gutters in any development where the evidence indicates that such improvements are necessary for proper drainage.
3. All curbing shall be designed and constructed in accordance with the Dover Township Construction Specifications, if required.

1. All site grading activities shall conform to the requirements of this Chapter, the Dover Township Construction Specifications, or other specifications as may be recommended by the Township Engineer and approved by the Board of Township Supervisors.
2. In order to provide more suitable sites for building and other uses, improve surface drainage, and control erosion, the following requirements shall be met:
A. All lots, tracts, or parcels shall be graded to provide proper drainage away from buildings and dispose of the runoff without ponding, and all land within a development shall be graded to drain and dispose of surface water without ponding, except where other arrangements are approved by the Board of Supervisors.
B. All drainage provisions shall be designed to adequately handle the surface runoff and carry it to the nearest suitable outlet such as a curbed street, storm drain, or natural water course. Where drainage swales are used to divert surface waters away from buildings, they shall be paved, sodded or planted and shall be of such slope, shape and size as to conform with the requirements of the Township. Where concentrated runoff traverses property lines stormwater easements shall be established.
C. Concentration of surface water runoff shall only be permitted in swales or watercourses that lead to a natural watercourse or drainage structure.
D. Grading shall be done in such a way so as to not divert water onto the property of another landowner without the expressed consent of the Township and the affected landowner.
E. During grading operations, necessary measures shall be taken to prevent erosion or siltation of natural drainage ways.
F. During grading operations, necessary measures for dust control will be exercised.
G. Top soil shall be preserved and redistributed as cover and shall be expeditiously planted with perennial grasses or ground cover.
H. Tree guards during construction and grading, and limitations as to cuts and fills, both temporary and permanent near trees shall be provided as necessary to give reasonable assurance of their protection for continued healthy growth.
I. Grading equipment will not be allowed to cross live streams unless the crossing is specifically addressed in an approved erosion and sediment pollution control plan. The installation of culverts or bridges must be approved by the York County Conservation District and/or PADEP as required. Emergency crossings may be permitted through permission of PADEP.
J. Excavations and Fills.
(1) Cut slopes shall not be steeper than 2:1 unless stabilized by a retaining wall or cribbing except as approved by the Township Engineer when handled under special conditions. Fill slopes shall not exceed 3:1.
(2) Cut and fill slopes shall not exceed 20% within 20 feet of adjoining properties.
(3) Adequate provisions shall be made to prevent surface water from damaging the cut face of excavations or the sloping surfaces of fills.
(4) Cut and fills shall not endanger adjoining property.
(5) Fill shall be placed and compacted so as to minimize sliding or erosion of the soil. Fills steeper than 5 to 1 (20%) shall be keyed into existing slopes.
(6) Fills shall not encroach on natural watercourses or construction channels.
(7) Fills placed adjacent to natural watercourses or constructed channels shall have suitable protection against erosion during periods of flooding.
K. Slope Controls. The following controls shall apply in all areas where the slope of the land exceeds 25%.
(1) Prior to any alteration of the existing grade, a grading plan shall be reviewed by the Township Engineer and approved by the Township Board of Supervisors.
(2) The applicant shall indicate the methods whereby structural and foundation problems caused by slope conditions will be overcome and the natural watershed will be maintained.
L. Grading Plans. Grading plans required as supporting documentation to preliminary and final plans will act as a guide to individual lot owners for lot plans to be submitted with individual building permit applications.
