§ 22-705.   Blocks and Lots.
   1.   General Layout.   In general, the lengths, depths and shapes of blocks and lots must be determined with regard to:
      A.   Provision of adequate building sites suitable to the special needs of the type of use contemplated.
      B.   Zoning requirements as to lot sizes, dimensions, yards and other open areas.
      C.   Needs for convenient access, circulation, control and safety of street traffic.
      D.   Limitations and opportunities of topography.
   2.   Blocks.
      A.   Blocks shall be of sufficient depth to permit two tiers of lots, except where reverse frontage lots are necessary or in the case of “open space” layouts or other site-specific limitations.
      B.   In nonresidential areas, the block and lot layout must be designed with consideration of site conditions:
         (1)   To permit the most efficient arrangement of space for present use and future expansion.
         (2)   To permit adequate, safe worker and patron access, circulation and parking, as well as loading and unloading.
         (3)   Pedestrian-way easements may be required where necessary to assist circulation or provide access to community facilities. Such crosswalks shall have a width of not less than 10 feet and paved walk of not less than 4 feet.
      C.   Lot Size. The minimum lot size shall be as required by the Township’s Zoning Ordinance [Chapter 27]. Where no public water and public sewage systems exist, the minimum dimension and areas of lots required by the Township Zoning Ordinance [Chapter 27] must be evaluated with regard to the results of soil percolation tests.
      D.   Lot Area. Lot descriptions may read to street center lines, however lot areas as used herein shall not include any area within street right-of-way lines.
      E.   Building Setback Lines. The building setback lines shall conform to the requirements of the Township Zoning Ordinance [Chapter 27]; provided, however, that no building line shall be less than 50 feet from the right-of-way line of any existing street classified as a collector or arterial under the Dover Township Comprehensive Plan.
      F.   Lot Width. The minimum lot width shall be as required by the Township Zoning Ordinance [Chapter 27].
      G.   Lot Frontage. The minimum lot frontage shall be as required by the Township Zoning Ordinance [Chapter 27]. Residential lots, unless permitted as a flag lot, shall front for their full required width on a dedicated public street, existing or proposed, or a private street which conforms to the specifications and requirements of this Chapter.
      H.   Double Frontage Lots. Double frontage lots are discouraged, except where desired along arterial streets or required due to the limitations of a specific site.
         (1)   Where a lot is permitted to have reverse frontage, a landscaped screen at least 20 feet wide shall be provided by the developer between the lot and the arterial street.
         (2)   Access to all double frontage lots shall be limited to only one street. In the case where the lot fronts on streets of different classifications, access shall be from the lower classified street.
      I.   Lot Lines. Lot lines shall be approximately at right angles or radial to street lines so long as reasonably shaped lots result.
      J.   Corner Lots. Corner lots shall be designed to meet the requirements of the Dover Township Zoning Ordinance [Chapter 27].
