1. The Dover Township Board of Supervisors shall have the responsibility to ensure that all requirements of this Chapter that pertain to public water and/or sanitary sewage facilities are complied with.
2. Sewage Facilities; Standards and Permits.
A. The minimum sewage facility that shall be provided for any residential or nonresidential use shall be of materials, design and function in accordance with standards and regulations as determined by PADEP and the Dover Township Construction Specifications.
B. Where the proposed subdivision or land development is within the designated growth boundary and a public sewerage system is within 1,000 feet of, or where the Township’s Official Sewage Plan (Act 537) provides for the installation of such public sewage facilities within 5 years, the subdivider shall provide the subdivision with a complete sanitary sewer system to be connected to the existing or proposed public sewage system if, in the Township Board of Supervisors’ opinion, it is feasible. This requirement excludes those areas of the Township designated in the Comprehensive Plan and Zoning Ordinance [Chapter 27] for resource preservation and/or conservation. The design and installation shall be in accordance with § 22-713.D below and other applicable Township and Authority specifications.
C. Where a private sewer system is proposed such system shall conform to the standards and requirements as published in the Domestic Wastewater Facilities Manual by PADEP and such system shall be subject to approval of PADEP before final plan approval by the Township. As a condition of Township approval, the Board may establish terms for future acceptance of such system on behalf of the Dover Township Sewer Authority which may include a deferral of acceptance or a refusal to accept. Ownership and maintenance responsibility for all private, community sewage systems shall be clearly established as a condition of final plan approval.
D. In addition to satisfying all requirements under § 22-713.A, .B and .C above, the subdivider or developer shall provide the subdivision or development with a complete sanitary collection system, including a collector main installed in the street bed or approved right-of-way and laterals installed from the collector main to the street right-of-way or easement line. The collector main shall be of a material and design consistent with Dover Township Construction Specifications and shall conform in all respects to the standards and requirements as published in the Domestic Wastewater Facilities Manual by PADEP and the Dover Township Construction Specifications. Where the potential exists for future extension of service beyond the proposed subdivision or land development, the developer may be required by the Sewer Authority to install oversize facilities to accommodate such future growth. The lateral to the building line shall be of a material and design consistent with Dover Township Construction Specifications and for residences shall be of a minimum inside diameter of 6 inches between the collector main and the right-of-way line of the street or highway. Laterals for buildings other than single-family residences shall be commensurately larger and as approved by the Township. The sewage collector mains and laterals shall be plugged water tight pending connection with a public sewage system. All sewage collector main and lateral designs shall be reviewed and inspected by Township and/or Sewer Authority Engineer at the cost and expense of the subdivider or developer.
E. Where the installation of a centralized sewage system is not required, the subdivider or owner of the lot shall provide for each lot, at the time improvements are erected thereon, an individual sewage system. All such individual sewage systems shall be designed, approved and constructed in accordance with the rules and regulations of PADEP.
F. Unless otherwise provided in the Pennsylvania Sewage Facilities Act, 53 P.S. § 750.1 et seq., and regulations thereunder, all installations of sewage facilities within the Township shall be in accordance with a permit issued by the Township.
G. The subdivider or developer shall also provide at his/her expense the information and sufficient number of copies to properly amend the Township’s Sewage Facilities (Act 537) Plan in accordance with the requirements of PADEP. This amendment shall be required for either sub-surface disposal units or sewer installations.
H. Sewer laterals and their clean-outs shall not be located under driveways, access drives or parking areas.
I. Shared laterals or shared building sewers are not permitted.
3. Water Facilities; Standards and Permits.
A. Where the proposed subdivision or land development is located within the designated growth boundary and a water main supply system is within 1,000 feet of, or where plans approved by the Township provide for the installation of such public water facilities, the subdivider shall provide the subdivision with a complete water main supply system to be connected to the existing or proposed water main supply system to be connected to the existing or proposed water main supply system if, in the Township Board of Supervisor’s opinion, it is feasible. The design and installation shall conform in all respects to the standards and requirements as published in the Public Water Supply Manual, Part II, Community System Design Standards, and shall be in accordance with Township specifications or the requirements of the agency or entity having jurisdiction as a condition of Township approval. Proof that the supplier is capable of providing the proposed development with an adequate supply of safe drinking water is required as part of supporting documentation before final approval of the preliminary plan.
B. Where a privately owned, community water system is proposed, such system shall conform to the standards and requirements as published in the Public Water Supply Manual, Part II, Community System Design Standards, and such system shall be subject to applicable PADEP approval before approval by the Township. The Township shall receive copies of all applicable PA DEP permits. As a condition of Township approval, the Board may establish terms for future acceptance of such system on behalf of the Dover Township Board of Supervisors which may include a deferral of acceptance or a permanent refusal to accept. Ownership and maintenance responsibility for all private, community water systems shall be clearly established as a condition of final plan approval.
C. Where installation of a public water supply system is not required, the subdivider or owner of the lot shall provide for each lot, at the time improvements are erected thereon, an on-lot water supply system approved when applicable by PADEP, as to source, installation, and quality of water and shall meet the requirements of applicable Township ordinances.
D. Fire hydrants shall be installed as an integral part of any public or private water system; placement of hydrants shall be as required by the agency supplying water and the local fire department. Fire hydrants shall be located so that the distance from any building frontage to a fire hydrant is not more than 600 feet measured along the street right-of-way.
E. Water services and their shut-offs shall not be located under driveways, access drives or parking areas.
F. Extension to the water mains of Dover Township will require the developer to file an application for service accompanied by the appropriate plans and water detail information. Upon approval of the application, but prior to final preliminary plan approval, the developer will be required to enter into a Water Main Extension Agreement with Dover Township. Privately owned water systems within the Township’s designated growth area shall also be subject to the filing of an application and receiving approval to extend their water distribution system in the same manner as described above.
4. Installation of all sewers, water mains, manholes and other utilities shall be in strict accordance with the PADEP Design Standards and the Dover Township Construction Specifications.
5. Following the installation of any public water distribution system, and/or the sewer collection system(s), the applicant shall provide the Township with as-built plans designating as surveyed locations and depths of all stormwater lines, water lines, valves, appurtenances, and the size, location, length and depth of all sanitary sewer lines including house lateral locations. All descriptions and drawings shall include bearings and distances. The as-built plans shall be prepared by a professional engineer and/or a professional land surveyor. As-built plans shall also provide the location and depth of all non-Township buried utilities.
