GENERAL PROVISIONS
For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
PUBLIC IMPROVEMENT.
(1) Building, erecting, constructing or improving any street, sidewalk, alley or other public way;
(2) Any additions or improvements to the water system, sanitary sewer system, any storm sewer, drainage ditch, waterway bridge or culvert within the city;
(3) Any additions to the water system or sanitary sewer system outside the city;
(4) Any appurtenances to any of the improvements listed above; or
(5) Any building or structure located on city-owned property or right-of-way.

(A) (1) There is hereby adopted the "Standard Specifications for the Construction of Pavements, Sanitary Sewer Mains, Water Mains and Appurtenances," as prepared by the City Engineer and approved by the Council of the city by resolution.
(2) At least three copies of the specifications are on file with the City Clerk.
(B) It shall be unlawful and an offense for any person, firm or corporation to construct, erect or establish any paved streets or sidewalks in the city which do not conform to the specifications adopted by the city or which do not conform to the procedure and requirements set forth herein.
