(A) No person shall erect, build or establish in the city any public improvements to the city without having first submitted detailed plans and specifications, prepared and certified by a registered licensed engineer as required by ordinance. The plans shall include a construction cost estimate.
(B) The plans and specifications required in division (A) above shall be submitted in triplicate copies to the City Engineer for his or her inspection. After careful consideration and study, the City Engineer shall endorse thereon his or her approval or disapproval or his or her recommendations for any change in the improvements so offered for consideration and approval, which recommendation shall be endorsed upon the plans.
