§ 157.31 CURB CUTS IN RESIDENTIAL AREAS.
   (A)   For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   COLLECTOR STREET. Any street intended to move traffic from local streets to secondary or primary arterials or major thoroughfares. A collector street serves a neighborhood or large subdivision.
   LOCAL STREET. A street intended to provide access to collectors or thoroughfares.
   LOT. A tract, plot or portion of a subdivision or other parcel of land intended as a unit for the transfer of ownership or building development.
   MAJOR THOROUGHFARE. A road or street intended to move through traffic to and from major attractions such as central business districts, shopping centers, colleges, places of employment or as a route for traffic between communities or large areas.
   (B)   The designation of classes of streets shall be based on the official comprehensive plan of the city.
   (C)   Any lot in a residential zoned area, abutting both a major thoroughfare and a collector or local street, shall have street access only on the collector or local street. No curb cuts shall be approved allowing access from the lot onto the major thoroughfare.
