(A) (1) There is hereby established the Community Development Department, which consists of a Director and other personnel as shall be authorized by the City Council.
(2) The Director shall possess qualifications as the City Manager deems appropriate.
(B) (1) It shall be the duty of the City Manager to establish and maintain the organization, personnel, equipment and resources required for execution and fulfillment of the community development objectives adopted in the program budget.
(2) The annual expenditures for the purposes shall be subject to appropriation by the City Council.
