§ 157.23 STREETS TO BE OPEN.
   (A)   Whenever possible, all streets, alleys and public ways in the city shall remain open to the traveling public.
   (B)   No person constructing any public improvement shall close the street, alley or way without first obtaining permission from the City Engineer or his or her designee and notifying the City Police Department, Street Department and Fire Department.
