§ 157.17 COUNCIL APPROVAL; REVISION.
   (A)   The Council shall consider and study the plans and materials so submitted, together with the recommendations of the City Engineer and may approve or disapprove the same as appears to the best interest of the city and its inhabitants.
   (B)   If the plans, specifications and estimates of cost be approved, the same shall be signed by the Mayor and attested by the City Clerk. One copy shall be filed with the City Clerk, one copy shall be retained by the City Engineer and one copy shall be returned to the person submitting the same.
   (C)   If disapproved in whole or in part, the three copies shall be returned to the person submitting the same for correction, revision, addition, redesign or other change as may be required by the Council. The plans, specifications and estimates of cost of the improvement contemplated, so revised, changed or corrected may be resubmitted for reexamination and approval by the Council.
