§ 157.33 CLOSING PUBLIC WAYS.
   The following procedure shall be followed in closing a street, alley or easement:
   (A)   Once an application is filed the matter shall be referred to the Planning Commission for review and comment and thereafter an ordinance shall be introduced before the City Council providing that at least 30 days written notice of the hearing before the
City Council be given by mail to: (a) all utility companies, (b) franchise holders, (c) all record property owners within 300 feet in any direction of the street, alley, or easement.
   (B)   Where a property owner is requesting the closing he or she shall upon application for the closing provide to the city a list of all property owners within 300 feet in any direction of the street, alley or easement, certified to accuracy by a bonded abstractor or the Oklahoma County Assessor and he or she shall further pay a fee of $1,000.
   (C)   The written notice to property owners shall provide that any person protesting the closing shall have the right to protest in writing or to appear in person before the City Council to protest the closing.
   (D)   Prior to final adoption of an ordinance closing an easement, street, public way or alley, the Council shall provide a public hearing and allow all parties interested an opportunity to be heard. The hearing to be held not less than 30 days after mailing notice to all interested parties as aforesaid.
