§ 157.21 WORK ORDER REQUIRED.
   (A)   Before any work shall commence upon any public improvement in the city, there shall first be a work order issued by the City Engineer.
   (B)   The final approval of the plans and specifications and estimate of cost by the City Council, furnishing of bonds, payment of inspection fees and submission of the certificate of insurance as required, shall constitute authority for the City Engineer to issue a work order for construction of the improvements.
   (C)   Issuance of the work order shall not allow, permit or authorize the following acts and it shall be unlawful and an offense against the city for any person, firm or corporation to do any of the same:
      (1)   To commence or carry on any work after the same has been ordered stopped by the City Engineer;
      (2)   To commence or carry on the construction work in an unauthorized manner; or
      (3)   To fail or neglect to give the warning or to place lighted barricades at night, as required in § 157.24.
