63.01 General

63.01 GENERAL.
Every driver of a motor vehicle on a street shall drive the same at a careful and prudent speed not greater than nor less than is reasonable and proper, having due regard to the traffic, surface and width of the street and of any other conditions then existing, and no person shall drive a vehicle on any street at a speed greater than will permit said driver to bring it to a stop within the assured clear distance ahead, such driver having the right to assume, however, that all persons using said street will observe the law.

63.02 STATE CODE SPEED LIMITS.
The following speed limits are established in Section 321.285 of the Code of Iowa and Section 63.05 of the Ankeny Municipal Code as authorized by Section 321.290 of the Code of Iowa, and any speed in excess thereof is unlawful.
1.   Business District – twenty (20) miles per hour.
2.   Residence or School District – twenty-five (25) miles per hour.
3.   Suburban District – forty-five (45) miles per hour.
4.   Notwithstanding any other speed restriction, the speed limit for all vehicular traffic on fully controlled-access, divided, multilane highways is sixty-five (65) miles per hour.
5.   Unless otherwise provided in this section or by other speed restrictions, including Special Speed Zones, the speed limit for all vehicular traffic shall be fifty-five (55) miles per hour.
6.   The speed limit for other streets or roads is established by Section 63.05, Special Speed Zones.

63.03 PARKS.
The lawful speed on any road in a public park is ten (10) miles per hour.
63.04 CEMETERIES AND PARKING LOTS.
A speed in excess of fifteen (15) miles per hour in any public cemetery or parking lot, unless specifically designated otherwise in this chapter, is unlawful.

63.05 SPECIAL SPEED ZONES.
In accordance with requirements of the Iowa Department of Transportation, or whenever the Council shall determine upon the basis of an engineering and traffic investigation that any speed limit listed in Section 63.02 is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place or upon any part of the City street system, the Council shall determine and adopt by ordinance such higher or lower speed limit as it deems reasonable and safe at such location. The following special speed zones have been established:

1.   Ankeny Boulevard. The lawful maximum speeds on Ankeny Boulevard are as follows:
   A.   Fifty (50) miles per hour from the south corporate limits to 1,637 feet south of Iowa 160;
   B.   Forty-five (45) miles per hour from 1,637 feet south of Iowa 160 to SW Ordnance Road;
   C.   Thirty-five (35) miles per hour from SW Ordnance Road to 200 feet north of NE 11th Street;
   D.   Forty (40) miles per hour from 200 feet north of NE 11th Street to 450 feet north of NW Heritage;
   E.   Forty-five (45) miles per hour from 450 feet north of NW Heritage to 250 feet north of NE 36th Street;
   F.   Fifty (50) miles per hour from 250 feet north of NW 36th Street to 300 feet north of NE 41st Street;
   G.   Fifty-five (55) miles per hour from 300 feet north of NE 41st Street to north corporate limits.

2.   Ankeny Industrial Park. The maximum lawful speed on the following streets within the Ankeny Industrial Park is thirty-five (35) miles per hour:
   A.   Southeast Shurfine Drive from South Ankeny Boulevard to Southeast Delaware;
   B.   Southeast Cortina Drive from Southeast Shurfine Drive to Southeast Magazine Road;
   C.   Southeast Hulsizer Road from Southeast Shurfine Drive to Southeast Oralabor Road;
   D.   Southeast Dalbey Drive from Southeast Hulsizer Road to its western point of termination;
   E.   Southeast Lorenz Drive from Southeast Hulsizer Road to Southeast Delaware Avenue.
3.   Delaware Avenue. The maximum lawful speeds on Delaware Avenue are as follows:
   A.   Forty-five (45) miles per hour from the north corporate limits to Northeast 18th Street;
   B.   Thirty-five (35) miles per hour from Northeast 18th Street to Southeast Oralabor Road;
   C.   Forty-five (45) miles per hour from Southeast Oralabor Road to the south corporate limits.
4.   Irvinedale Drive. The maximum lawful speeds on Irvinedale Drive are as follows:
   A.   Fifty-five (55) miles per hour from the north corporate limits to a point 2,450 feet north of Northwest 36th Street;
   B.   Forty-five (45) miles per hour from a point 2,450 feet north of Northwest 36th Street to Northwest Reinhart Drive;
   C.   Thirty-five (35) miles per hour from Northwest Reinhart Drive to Southwest 3rd Street Place;
   D.   Forty-five (45) miles per hour from Southwest 3rd Street Place to Southwest Oralabor Road;
   E.   Thirty (30) miles per hour from Southwest Oralabor Road to Southwest Oralabor Frontage Road.
   F.   Twenty-five (25) miles per hour in the school zone adjacent to Northwest 13th Street intersection as designated by the flashing warning signs.

5.   East 1st Street. The maximum lawful speeds on East 1st Street are as follows:
   A.   Thirty-five (35) miles per hour from Ankeny Boulevard to 550 feet east of SE/ NE Frisk Drive;
   B.   Forty-five (45) miles per hour from 550 feet east of SE/ NE Frisk Drive to the east corporate limits.

6.   North 18th Street. The maximum lawful speeds on North 18th Street are as follows:
   A.   Thirty-five (35) miles per hour from the west corporate limits to the east corporate limits.

7.   North 36th Street. The maximum lawful speeds on North 36th Street are as follows:
   A.   Forty-five (45) miles per hour from Northwest Irvinedale Drive to 1,850 feet east of Northwest Irvinedale Drive;
   B.   Thirty-five (35) miles per hour from 1,850 feet east of Northwest Irvinedale Drive to 1,250 feet west of the east corporate limits (Polk County Northeast 29th Street);
   C.   Forty-five (45) miles per hour from 1,250 feet west of the east corporate limits (Polk County Northeast 29th Street) to the east corporate limits (Polk County Northeast 29th Street).

8.   Northwest Ash Drive. The maximum lawful speeds on Northwest Ash Drive are as follows:
   A.   Thirty (30) miles per hour from West 1st Street to Northwest 9th Street;
   B.   Thirty-five (35) miles per hour from Northwest 9th Street to the north corporate limits.

9.   Northwest 5th Street. The maximum lawful speed on Northwest 5th Street, from its intersection with Northwest Irvinedale Drive to its western point of termination, is thirty-five (35) miles per hour.
10.   Southwest Oralabor Frontage Road. The maximum lawful speed on Southwest Oralabor Frontage Road is thirty (30) miles per hour from Polk County Northwest 16 th Street to the eastern terminus.

11.   Southeast 54th Street (Polk County Northeast 70th Avenue). The maximum lawful speed on Southeast 54th Street from Southeast Delaware Avenue to a point one-half mile west of the intersection is thirty-five (35) miles per hour.
12.   Southeast Convenience Boulevard. The maximum lawful speed on Southeast Convenience Boulevard, from Southeast Oralabor Road to its southern point of termination, is thirty-five (35) miles per hour.
13.   Southeast Four Mile Drive. The maximum lawful speeds on Southeast Four Mile Drive are as follows:
   A.   Fifty (50) miles per hour from East 1st Street to Southeast Magazine Road.
   B.   Forty (40) miles per hour from Southeast Magazine Road to Southeast Oralabor Road.
   C.   Thirty-five (35) miles per hour from Southeast Oralabor Road to a point 4,000 feet to the south.
   D.   Forty-five (45) miles per hour from a point 4,000 feet to the south of Southeast Oralabor Road to a point 6,400 feet to the south of Southeast Oralabor Road.
   E.   Fifty-five (55) miles per hour from a point 6,400 feet to the south of Southeast Oralabor Road to the south corporate limits.

14.   Southeast Magazine Road. The maximum lawful speeds on Southeast Magazine Road are as follows:
   A.   Thirty (30) miles per hour from South Ankeny Boulevard (US Highway 69) to Southeast Delaware Avenue.
   B.   Twenty-five (25) miles per hour in the school zone adjacent to Southeast Trilein Drive intersection as designated by the flashing warning signs.

15.   Southeast Oralabor Road. The maximum lawful speeds on Southeast Oralabor Road (IA Highway 160) are as follows:
   A.   Forty (40) miles per hour from South Ankeny Boulevard (U.S. Highway 69) to 150 feet west of SE Rio Drive.
   B.   Thirty-five (35) miles per hour from 150 feet west of SE Rio Drive to the east right-of-way limits of Interstate 35.
   C.   Forty (40) miles per hour from the east right-of-way limits of Interstate 35 to 1,250 feet east of SE Convenience Boulevard/SE Creekview Drive.
   D.   Forty-five (45) miles per hour from 1,250 feet east of SE Convenience Boulevard/SE Creekview Drive to the east corporate limits.

17.   Southwest 3rd Street. The maximum lawful speed on Southwest 3rd Street, from Southwest State Street to its intersection with Southwest 3rd Place, is thirty-five (35) miles per hour.
18.   Southwest Ankeny Road. The maximum lawful speed on Southwest Ankeny Road is thirty-five (35) miles per hour.
19.   Southwest Oralabor Road. The maximum lawful speed on SW Oralabor Road (IA Highway 415/160) from the west corporate limits to South Ankeny Boulevard (U.S. Highway 69) is fifty (50) miles per hour.

20.   Southwest Ordnance Road. The maximum lawful speeds on Southwest Ordnance Road are as follows:
   A.   Thirty-five (35) miles per hour from Southwest State Street to South Ankeny Boulevard (US Highway 69).

21.   Southwest Polk City Drive. The maximum lawful speed on Southwest Polk City Drive is as follows:

22.   Southwest State Street. The maximum lawful speeds on Southwest State Street are as follows:
   A.   Thirty-five (35) miles per hour from West 1st Street to Southwest Ordnance Road;
   B.   Forty-five (45) miles per hour from Southwest Ordnance Road to Southwest Oralabor Road;
   C.   Fifty-five (55) miles per hour from Southwest Oralabor Road to the south corporate limits (Highway 415).
23.   West 1st Street. The maximum lawful speeds on West 1st Street are as follows:
   A.   Thirty-five (35) miles per hour from Ankeny Boulevard west to its western terminus;
   B.   Twenty-five (25) miles per hour in the school zone from Northwest Kline Street to the west property line of the Northwest Elementary School, when the school zone signal is flashing.
24.   Weigel Drive. The maximum lawful speeds on Weigel Drive are as follows:
   A.   Thirty-five (35) miles per hour from the south corporate limits to the north corporate limits;
   B.   Fifteen (15) miles per hour in the school zone adjacent to St. Luke Catholic School as designated by the flashing warning signs.

25.   Corporate Woods Drive. The maximum lawful speed on SE Corporate Woods Drive is thirty-five (35) miles per hour from SE Delaware Avenue east to the corporate limits.

26.   Northwest State Street. The maximum lawful speeds on NW State Street are as follows:
   A.   Thirty-five (35) miles per hour from NW Prairie Ridge Drive to the north corporate limits.

27.   Northeast Frisk Drive. The maximum lawful speeds on NE Frisk Drive are as follows:

29.   Southwest Magazine Road. The maximum lawful speeds on Southwest Magazine Road are as follows:
   A.   Thirty (30) miles per hour from Southwest Vintage Parkway to Southwest State Street.
   B.   Thirty (30) miles per hour from Southwest State Street to South Ankeny Boulevard (U.S. Highway 69).

30.   North 54th Street. The maximum lawful speed on North 54th Street, from North Ankeny Boulevard (US Highway 69) to the east corporate limit is thirty-five (35) miles per hour.

31.   Trilein Drive. The maximum lawful speeds on Trilein Drive are as follows:
   A.   Twenty-five (25) miles per hour from its southern terminus with Southeast Magazine Road to the north corporate limits.

   C.   Fifteen (15) miles per hour in the school zone adjacent to East Elementary School as designated by the flashing warning signs.
