No person shall operate a motorcycle, electric motorcycle, motor bicycle, or any device powered by an internal combustion engine designed to transport a person within any City park or upon any City sidewalks or upon any City-owned lands, except upon streets or alleys where such operation is specifically permitted by State Code. This section does not apply to motor-driven cycles or power-driven cycles operated by City employees in the performance of their duties. This section does not apply to motor- driven wheelchairs and battery-operated toys used by children 8 years of age or less when operated on City sidewalks or in City parks.

No person shall drive a motor vehicle on the streets of the City unless all passengers are seated pursuant to State Code. No person riding upon any bicycle, electric scooter, coaster, roller skates, in-line skates, sled, personal transportation device, or toy vehicles shall attach the same or themselves to any vehicle upon a roadway.

It is unlawful to allow any tree, hedge, billboard, or other object to obstruct the view of an intersection by preventing persons from having a clear view of traffic approaching the intersection from cross streets. Any such obstruction is deemed a nuisance and in addition to the standard penalty may be abated in the manner provided by Chapter 50 of this Code of Ordinances.
1. It is unlawful for the driver of any vehicle to use or operate or cause to be used or operated within the City any engine brake, compression brake or mechanical exhaust device designed to aid in the braking or deceleration of any vehicle that results in excessive loud, unusual or explosive noise from such vehicle, except in response to an imminent traffic accident.
2. The usage of an engine brake, compression brake, or mechanical exhaust device designed to aid in braking or deceleration in such a manner so as to be audible at a distance of three hundred (300) feet from the motor vehicle shall constitute evidence of a prima facie violation of this section.
3. The scheduled fine for a violation of this section is fifty dollars ($50.00).
