It shall be unlawful for any person to jump, dive, leap, or any way propel his or her body from any commercial fishing pier within the town at any time.

(A) It shall be unlawful for any person to ride or have in their possession, in the Atlantic Ocean within the town's regulatory jurisdiction as set forth in Chapter 539 of the 1973 Session Laws, any surfboard or ski- board, as follows:
(1) At any time within 100 feet north of the Masonboro Inlet jetty, within 350 feet north and south of the commercial fishing pier known as “Johnny Mercer’s,” and within 350 feet north and south of the Crystal Pier adjacent to the current Oceanic Restaurant.
(2) In a designated area as follows:
(a) In front of each lifeguard stand during the period of the Saturday before Memorial Day through Labor Day whenever a lifeguard is on duty in the lifeguard stand. The designated area shall be no longer than 750 feet and no shorter than 600 feet, and shall extend 300 feet (100 yards) seaward from the mean high water mark of the Atlantic Ocean.
(b) In other areas designated by the Ocean Rescue Director or his designee due to weather, crowd conditions, special events or other factors.
(c) At any time when surfing is prohibited in such a designated area, a flag shall be raised at each end of the subject area so as to be readily visible to all persons within said area.
(d) Surfing shall be permitted in all areas during times when the Ocean Rescue Director or his or her designee has posted red warning flags indicating dangerous swimming conditions.
(B) It shall be unlawful to hold any surfing contests at any time within the corporate limits or within areas subject to the regulatory jurisdiction of the town without first obtaining written approval from the Board of Aldermen pursuant to the group activity permit process. The group activity permit may allow such contests in areas and at times otherwise prohibited by ordinance.
(C) It shall be unlawful to use a surfboard in the waters of the Atlantic Ocean within the town's regulatory jurisdiction without having an ankle strap or shock cord securely attached to the user at one end and the surfboard at the other. In addition, it shall be unlawful for any person to possess or have under his or her control on the beach strand adjacent to the waters of the Atlantic Ocean within the town’s regulatory jurisdiction a surfboard without an ankle strap affixed to the board.
(D) It shall be unlawful for any person to swim in the Atlantic Ocean within 100 feet of the Masonboro Inlet jetty. This prohibition will not apply to persons engaged in snorkeling or scuba diving within 100 feet of the Masonboro Inlet jetty.
(E) It shall be unlawful for any person to swim in the Atlantic Ocean within 200 feet of the commercial fishing pier known as “Johnny Mercer’s;” and within 200 feet of the Crystal Pier adjacent to the current Oceanic Restaurant. This prohibition will apply to persons engaged in snorkeling or scuba diving.

No boat equipped or driven by a gasoline motor or by other internal combustion engine, including those driven by outboard motors, shall be driven or plied in the waters of the Banks Channel between the northern edge of Masonboro Inlet and the southern edge of Wrightsville or Moore's Inlet, unless the motor or engine is equipped with suitable mufflers of some standard or approved type.

No person fishing from a pier or the shore within the town limits shall bait or cause to be used any bait which attracts sharks of any type to the shores or piers. This section shall not prevent regular and normal fishing now done on piers and shores of the town, except to the extent it affects the baiting and luring of sharks to the waters of the town.

No persons shall remove from any property owned by the town any sea oats or other native vegetation which is useful and helpful in the preservation of such land against wind, water, or tidal erosion.

(A) There shall be no fishing, crabbing, or taking of marine life of any kind or by any means, from any public bridge within the corporate limits of the town except as provided herein.
(B) Fishing shall be permitted on the north side of the Highway 74 bridge crossing Banks Channel from October 1 through March 31 provide that during such time, no fishing, crabbing, or taking of marine life of any kind or by any means shall be permitted on such bridge above those areas designated as travel ways for vessels passing underneath such bridge.

It shall be unlawful for any person to dig holes, trenches or other depressions on the beach strand adjacent to the waters of the Atlantic Ocean and depart the beach strand without having first completely filled such hole, trench, or other depression.

No vehicle as defined in Chapter 70 of the town code shall be permitted on the foreshore, beach strand or barrier dune system within the town limits of the town except as follows:
(A) Vehicles owned and/or operated by employees and agents of the town, county, the state, and the U.S. Government while engaged in official duties shall not be subject to the provisions of this section.
(B) The Board of Aldermen or Town Manager may approve the operation of vehicles on the areas described hereinabove pursuant to the provisions of an activity or event approved by the Board of Aldermen or Town Manager. A permit, issued by the Wrightsville Beach Police Department, must accompany vehicles accessing the beach strand. The permit will specify the date and location where the vehicle will be operated.
(C) Handicapped persons shall be permitted to use vehicles on the areas described above in accordance with the provisions of § 92.05 hereinabove.
(D) Bicycles (excluding those equipped with a throttle) are permitted on the beach strand at any time between October 1 and April 1. Between April 1 and October 1, bicycles are prohibited on the beach strand between the hours of 10:00 a.m. and 5:00 p.m.
