(A) The Chief of Police shall prepare and maintain an eligible list of the persons, firms or corporations who apply and qualify to tow and store vessels pursuant to the provisions of this chapter.
(B) The Board of Aldermen may, if in its opinion the public interest would be served thereby, enter into an exclusive contract with one or more persons engaged in the towing and storage of vessels, to remove the vessels in the manner described in this article and on such terms and conditions as may be mutually agreed upon.
(C) No person, firm or corporation providing vessel towing services shall charge the owner of any vessel towed without the consent of the owner an amount for towing and storage fees in excess of those fees approved by resolution of the City Council.
