No person shall moor, dock or otherwise affix a vessel of any kind to any pier, piling or other portion of the docking system located at Wynn Plaza during the hours of 10:00 p.m. and 6:00 a.m. Provided, that this section shall not apply to any person mooring a vessel at Wynn Plaza pursuant to a written agreement with the town.
