Before proceeding with the construction, enlargement, alteration, repair or removal of any building or other structure, a permit shall first be obtained by the owner or his agent from the Commissioner of Buildings. The application shall be made in writing and upon printed forms furnished by the Commissioner of Buildings. The application shall, except for the removal of a structure, accurately reflect all work proposed and, be accompanied by a complete set of plans and working drawings.

Before a permit is issued for the construction of a new structure and/or the enlargement of an existing structure, the premises for which such permit is to be used shall be posted for a period of ten days with a poster to be furnished by the Commissioner of Buildings. The poster shall state in substance that a permit has been required for the premises and that the plans and specifications are on file with the Commissioner of Buildings for inspection by any interested person.
