(a) Before proceeding with the clearing or grading of land, or the removal of any tree for which a permit is required pursuant to C.O. Chapters 1024 or 1025, a permit shall first be obtained by the owner or his agent. The owner or his agent shall file an application for such permit in accordance with the applicable provisions of the Codified Ordinances.
(b) Before any permit set out in Section 1418.08(a) is issued, the premises for which the permit is to be used shall be posted by the owner or his agent for a period of ten days with a poster to be furnished by the City official responsible for issuing such permit. The poster shall state in substance that a permit has been requested for the premises, the purpose of the permit, and that the application for the permit is on file with the City for inspection by any interested person. The poster shall be posted for the ten day period in a conspicuous place on the premises in plain view of the abutting street.
