All applications, plans and specifications shall be dated by the Commissioner of Buildings and taken up in their regular order as received. No plans or specifications shall be passed out of their order unless buildings or structures are of a complex character which require a prolonged examination and inspection. The original plans and specifications shall be returned to the applicant within three working days from the time of filing the same.

It shall be mandatory to obtain the Planning Commission’s approval on any nonresidential building, and in accordance therewith, site plans with drawings and elevations, which will be exposed to the public view, shall be presented to such Planning Commission. Included in these drawings it must be designated the type of material to be used in such elevation and the general over-all design of the building. The Planning Commission shall take cognizance in any building of this type of the development of the adjacent, contiguous and neighboring buildings for the purpose of achieving safe, harmonious and integrated development of related properties.
