If, after the ten-day waiting period set forth in Section 1418.02 has elapsed, no protests have been received, the Commissioner of Buildings shall issue a permit and affix to the plans, drawings and specifications an official stamp of approval. If, however, a protest which is set forth in writing and sets forth the reasons for such protest has been received by the Commissioner against the issuance of the permit within the ten-day waiting period, the Commissioner shall refer the matter of the permit to the Board of Building Code Appeals. The Board of Building Code Appeals shall hear such protest(s) in accordance with the procedures established for an appeal as set forth in C.O. Sections 1414.08(b) and (c), and other applicable provisions of Chapter 1414. If approved, the Commissioner shall issue a permit as provided above.
