All buildings erected, constructed or placed shall conform with the requirements of the zoning ordinances of the Municipality and in the event that the provisions of this Building Code should conflict in any particular or in any given case with the provisions of the zoning ordinances, the matter is to be immediately referred by the Commissioner of Buildings to Council for its action relating thereto.
